As he continues to demonstrate resilient leadership at the Ministry of Public Administration and Political Affairs (MoPAPA), Minister Amara Kallon and cohorts have yet again scored a crucial goal on cabinet approval of the reviewed 2011 Civil Service Codes, Rules and Regulations, entitled now, “The 2024 Civil Service Codes and Rules.”
This milestone achievement which has been 13 years in the making, came to light in yesterday’s cabinet meeting, where the Honourable Minister clearly uttered the need for such a document - that enhances positive transformation in the civil service of Sierra Leone.
One could recall that in 2011, the General Orders of the said document were compiled into one document, dubbed, “the Civil Service Codes, Rules and Regulations (CSCRR),” and several reforms have been undertaken so far in the civil service leading to new policies and laws that are not reflected in the CSCRR.
In the State Opening of the Fifth Parliament in 2018, President Julius Maada Bio authorized the review of the CSCRR as part of other reforms concerned with the public service.
This authorization was recorded as one of the key deliverables captured in the Medium-Term National Development (MTNDP) for 2024-2030 and additionally the development of the Public Service Act has been projected for 2026 under Pillar 5 of the Big 5 - dedicated to firmly revamping the public service architecture.
It is worth noting that a compelling justification for the review of the CSCRR includes but not limited to making public the Employment and Finance Act, enactment of the Gender Equality and Women’s Empowerment (GEWE) Act, the Youth Policy on Job Creation, the establishment of the Wages and Compensation Commission (WCC), coupled with the advancement of technology and digitalization - all in the direction of a better service delivery.
The revised document takes into consideration new policies and laws, and also did due diligence to global, continental and national issues concerned with gender, social inclusion, youth participation and digitalization.
The said document also entails fundamental principles in human resource management, professional standards, ethical behavior of civil servants, compliance, sanction and incentives, etc.
Minister Kallon on the milestone achievement stated that with the ongoing development of the first ever Public Service Policy, Act and Regulation, it is essential to inform the public that the “Regulation” aspect of the entire document has been removed and the title of the document now reads: “The 2024 Civil Service Codes and Rules."
The Hon. Minister envisioned that following the actualization of the Public Service Act in 2025, the Civil Service Codes and Rules would then be the regulations for the civil service, whilst other regulations would be subdivision of the public service.
Following yesterday’s cabinet approval of such a unique and life transforming document, Minister Amara Kallon gives thanks and appreciation to H.E President Dr. Julius Maada Bio for what he described as transformative leadership and be extension, he bestowed same to Vice President Dr. Mohamed Juldeh Jalloh for his mentorship and contributions towards the success of the document.
In the same vein, he throws his heartfelt appreciation to the Chief Minister – Dr. David M. Sengeh; colleague cabinet ministers; the European Union (EU); the leadership of PSC and HRMO; and staff of MoPAPA - describing them as resilient staff.
