Ministry of Public Administration interfaces with The Commonwealth – on keen transformative strides in the Public Service.

In a meeting with The Commonwealth and other acclaimed institutions concerned with public sector administration, Amara Kallon who is the Minister – Ministry of Public Administration and Political Affairs (MoPAPA), once again expressed robust commitments in revamping the public sector administration.

The Honourable Minister vividly mentioned that performance management is at the core of MoPAPA’s commitment on having an accountable public service bent on having an informed public by holding duty bearers accountable.

Minister Kallon disclosed that the meeting with The Commonwealth is of vital importance directed to what he dubbed as “adding value to the work of the Ministry.”

In the same vein, the Hon. Minister disclosed that MoPAPA would be doing validation and launch of the public sector strategy slated for the 24 – 25th October 2024, adding that the validation and launch would take into cognizance – informed paths on policy directives and strategies.

He maintained that MoPAPA in collaboration with all concerned institutions are putting together a public service act, policy and regulations and stating – such would be a novelty in the administrative framework of the country.

Minister Amara Kallon enlightened that MoPAPA is providing political and strategic leadership in the pathway to revamping the public service architecture and that the Ministry presides over Pillar 5 as outlined in the Big 5 of the 2024-2030 Medium-Term National Development Plan (MTNDP).

The Minister emphasized that MoPAPA remains keen on having a holistic approach to public service reform with a distinctive focus on eight (8) key areas covering: structural alignments and rationalization of mandates in the public service; the human resource management and work force planning; the public sector coordination and management (monitoring evaluation and performance management); e-governance; gender and social inclusion; communication and citizens’ engagements.

Hon. Minister Kallon elucidated to all concerned institutions that MoPAPA would provide the enabling environment for coordination and mobilization of resources and will also undertake or put in place monitoring measures in addition to identification of gaps and preferring recommendations – all directed to capacity building.

“We will be working with the PSRU as the technical team to make sure that implementation is done and compliance observed,” he underscored.

The Hon. Minister established that work is being done on the draft document, and went on to inform that the planned validation ceremony targets everyone with sessions presided by the concerned institutions.

Philip T. Tondoneh who is the Deputy Minister MoPAPA delineated that the public service sector has been problematic over the years citing, the lack of resources as one of the challenges

On his part, Dunstan Maina who is the Public Administration Advisor/Public Sector Governance Unit of The Commonwealth expressed profound delight for the session, admitting that following his engagements with institutional heads, he remains very impressed with the wealth of experience exhibited by all.

D. Maina disclosed that The Commonwealth is concerned with capacity building and that the institution is keen on working with local institutions.

He assured all that the concerns and contributions highlighted would be discussed at the leadership level of The Commonwealth.

He called for a proportionate gender representation – accounting for more women in leadership positions.

Amongst the other speakers were: The Director General of HRMO; Secretary to Cabinet/Head of Civil Service; Director General – Performance Management and Service Delivery (State House); and Director PSRU.
