On the path to implementing the strategic roadmap for the revamp of the public service architecture, the Country Director of Japan International Cooperation Agency (JICA) has on Tuesday 4th February 2025 meets with the Honourable Minister of Public Administration and Political Affairs – Amara Kallon, at his 9th Floor, Youyi Building Office in Freetown. The primary objective of the meeting is to build solid partnership on capacity building within the public service.
Whilst addressing the JICA chief, the Minister underscored the need for a strategic roadmap for public service reform, referencing Government’s Medium-Term National Development Plan (MTNDP) for 2024-2030, and further stating, public service reform remains integral for effective service delivery.
In the same vein, the Honourable Minister enlightened that the reform targets eight (8) key areas that cover: structural alignments and rationalization of mandates in the public service; human resource management and manpower planning; coordination and management of the public sector; monitoring and evaluation; performance management; pay and incentives; e-governance; gender and social inclusion; communication and citizens’ engagement; and public sector coordination and management.
Minister Kallon emphasized the growing need to redesign the public service architecture with clearly defined mandates and digitalization of the public service architecture, amongst others.
Norihito Yonebayashi who is the Country Director JICA in his response, expressed gratitude to the Minister for the reception accorded him and he also acknowledged the developmental commitments undertaken by the Ministry, whilst disclosing that JICA remains pivotal in building nations human capital, adding that such is achieved through projects designed for institutional capacity management.
Yonebayashi through JICA, assured the Ministry of Public Administration and Political Affairs (MoPAPA) of capacity building programs.
