Mandate of the Ministry

On the occasion of the Opening of the First Session of the Sixth Parliament of the Second Republic of Sierra Leone on 3rd August 2023, His Excellency Brigadier (Rtd.) Dr. Julius Maada Bio, President of the Republic of Sierra Leone, laid the foundation for revamping the Public Service Architecture, ushering in a new era of efficiency, professionalism, and improved service delivery in the public sector.

Consistent with this presidential proclamation, the Ministry of Public Administration and Political Affairs was established in 2023 by His Excellency the President to provide political and strategic leadership for the reform of Sierra Leone’s public service. The Ministry serves as the central coordinating authority for public service reforms under Pillar Five of the Medium-Term National Development Plan (2024–2030): Revamping the Public Service Architecture of Sierra Leone.

The establishment of the Ministry of Public Administration and Political Affairs is pivotal to the developmental aspirations of both the Government and the people of Sierra Leone. The public service is the backbone of governance, and it is through the dedication and professionalism of civil servants that government policies are translated into meaningful and tangible outcomes for citizens.

The core objective of the Ministry is to modernize, streamline, and professionalize the public sector in order to enhance service delivery, promote accountability, and build a workforce that reflects the national values of integrity, transparency, and commitment. The Ministry envisions a responsive, inclusive, and adaptable public service that meets the demands of the 21st century and aligns with the aspirations of the people of Sierra Leone.

To achieve this mandate, the Ministry works in close collaboration with key public sector institutions, including the Public Service Commission (PSC), the Head of the Civil Service and Secretary to Cabinet, the Human Resource Management Office (HRMO), the Public Sector Reform Unit (PSRU), the Wages and Compensation Commission (WCC), the Civil Service Training College (CSTC), Ministries, Departments and Agencies (MDAs), as well as development partners. These partnerships support the development of policies, guidelines, and frameworks aimed at strengthening public service delivery. Key interventions include the restructuring of MDAs, policy reviews, human resource management reforms, capacity building, and change management across the public service.

The Ministry remains firmly committed to building a professional, efficient, accountable, inclusive, and citizen-centred public administration that supports sustainable development and good governance in Sierra Leone.

Functions/Area of Responsibilities

  1. Coordinate the development and implementation of Public Service reform programmes;
  2. Facilitate the establishment of a coherent governance framework and fit-for-purpose institutions, including Ministries, Departments and Agencies, within the Public Service landscape;
  3. Support the development and implementation of capacity-building policies and strategies across the Public Service;
  4. Provide policy oversight to promote coordination and collaboration and harmonize regulations, standards and procedures across government;
  5. Promote ethical public service through systems, framework and structures;
  6. Maintain constant engagement with the public, traditional rulers, political parties, CSOs, NGOs and international partners operating in the country;
  7. Serve as a liaison between the executive and parliament and monitor legislative programmes in parliament;
  8. Identify issues of national concern, encourage public debates as and when necessary, and give feedback to the institution concerned;
  9. Monitor public opinion on government policies, projects and programme implementation vis-a-vis the performance of the government and provide timely feedback to the Government;
  10. Prepare annual status report on the public service.
